According to Phillip Keller, author of “A Shepherd Looks at Psalm 23,” it is virtually impossible for sheep to lie down and rest no matter how lush the pasture unless four requirements are met. 1) They must be free from all fear. 2) They must be free from friction with the other sheep. 3) They must be free from flies or parasites. 4) They must be free from hunger. Although it is nearly impossible to meet all four of those requirements simultaneously the presence of the shepherd can quiet and reassure the sheep, causing them to lie down and rest.
