Can a person be baptized in the Holy Spirit without speaking in tongues? Based on the evidence of scripture I would have to say no. According to the book of Acts believers spoke in tongues when they were baptized in the Spirit and that became the criteria the apostles used for determining whether a person had been baptized in the Spirit. Acts 10:44-47 says:
“While Peter was still speaking these words, the Holy Spirit came on all who heard the message. The circumcised believers…were astonished that the gift of the Holy Spirit had been poured out even on Gentiles. For they heard them speaking in tongues and praising God.”

Lord Jesus, baptize us with the Holy Spirit and fire. Empower us to do the work of the ministry with signs and wonders. In Your holy name we pray. Amen.
